An operator's review of a finished agent creation prompt. It force-ranks the six layers of the definition, model, context, tools, control, guardrails, and observability, strictly 1 to 6 with quoted evidence, and names the weakest layer, the second-weakest, the first change to make, and what that change costs, so you can say out loud that your weakest layer is X because Y and the first thing you do about it is Z. Then it audits every action the tools actually permit on the read, draft, write, commit ladder against the human relationship each one really has, verifies every never is enforced rather than wished, grades each guardrail for enforceability and coverage, and rules on whether this stays one agent or becomes a team, proposing the architecture when it should.
